9% means  ( 9/100 )  =  0.09.  Hence -----

His new salary is = \$ 43,300 + ( 0.09 ) of ( \$43,300 )

=> \$ 43,300 + \$ 3897

The KEY here is that his new salary will include what he was making before his raise + the amount of his raise. So you'll take the \$43,300 he's making now and then add the dollar amount of his raise to it.
