Technically you cannot round to a higher degree of precision

14.9 indicates the value is 14.85 ≤ x < 14.95

14.90 indicates the value is 14.895 ≤ x < 14.905

To say 14.9 rounded to 2 decimal places is 14.90

implies a 10 fold increase in the degree of precision

you can't really be more precise than it is so you can only add a zero at the end. In effect, it is already rounded to one decimal point.

two decimal places means two numbers after the decimal point.
