Can I adopt someone 2 years older than me?

    No, the adoptee has to be younger. But if that individual is somehow lacking the mental or psychological capacity to care for themselves and/or make their own legal decisions, you can become their legal guardian.

    If the person is disabled, you may be able to be appointed as that person's guardian.

    Yes.   It's called a Spouse.   Usually these individuals do not like the word 'adoption' so we call it being 'married', but they can be a bit younger, the same age or older than you, if you prefer.  Prepare to shell out the big $$ though, most people want to be spoiled by their spouses and also, you'll need a bigger house.  If you still live with Mom and Dad, you should move out before obtaining your spouse.  This is just basic stuff.
