    In this context, lousy deal likely means more than an inadequate salary.

    that is what is implied.  It could be more than just salary, but salary was definitely part of it because they fix it by increasing salary.

    After 'With a raise', it does sound like the lousy deal was the pay.  On the other hand, she is being retired, so it could mean that she has been overworked.
