It says why. Lord Kitchener is pointing his forefinger at the reader of the poster.

He’s pointing at you. Asking the viewer, a man (as it’s a WW1 poster) what are you doing for your country. The accusation enlists loyalty and manliness as weapons of leverage for a call to arms. It’s very powerful and direct.
