How could someone be 5’3 and get told that at 8.6 st they’re ‘healthy’ ?

I’m 9st / 5’3 is that not healthy then?

There isn't just ONE weight that is healthy. There is a recommended range for any given height. If you are 9 stone at 5'3" then you are doing just fine.

The recommended weight range for a 5'3" female is 113 - 131 lbs, depending on body frame size (per the calculator in the source link). You're at 126 lbs now, which is fine if you have a large frame. 8.6 st is 118 lbs, so that would be appropriate for someone your height, with a small frame or at the low end of medium frame.
