Because Obama the Great wanted one which only benefited a select few. Trump's will and has benefited everyone.

The payroll tax cut under Obama was drafted and approved by a bipartisan Congress. Trump is deferring payroll taxes via Executive Order. Deferment means those taxes must eventually be paid back, but Trump has suggested permanently forgiving the deferment and making the cuts permanent if reelected.

The problem with his plan is that payroll taxes fund Social Security and Medicare, and without those programs tens of millions of seniors will lose their healthcare and their monthly income. Plus, the president doesn't have the power to cut taxes via executive order (or to defer them, or to forgive them, or to eliminate them). That power belongs solely to Congress.
