how scarce does a species need to be to be considered endangered or threatened/vulnerable?

    It's not a matter of scarcity, although that does usually go along with it. An endangered species or subspecies is one that is "in immanent danger of going extinct". If it is in immanent danger of becoming endangered, that makes it threatened. Vulnerability is defined differently by different groups.
