it depends on weather it is much more common local anesthetic (which usually dose not do that), the potency of the anesthetic, where it is given and how (oral, injection etc.).

Generally speaking most of these anesthetics tend not to do it anymore (for like last 30 years that has been the case), but again it CAN vary both person to person and what the area needing to be anesthetized is.
