How likely are power surges after a power out?

Usually, after a power outage, there will always be power surges until the grid stabilizes.  There are also power surges in the morning and evening as companies come on line and go offline of the normal work day. They are much less on weekends and Holidays.

depends on where you live, the power company equipment, and the reasons for the power failure. And other factors, like how high you consider a spike to be a surge. Could be 1%, could be 99%.
