How long did it take medical marijuana to get through FDA approval? Do other drugs get approved by ballot initiatives?

I've been reading about drugs going through the 3 stages of FDA approval and the process with possible COVID vaccines. What was the process like the medical marijuana? How many years of clinical trials did it take?

If it didn't go through clinical trial and just had a ballot initiative then why don't all drugs do that? Can you vote on new cholesterol medication or ones for high blood pressure? What was the science involved there?

None. There was no testing. Marijuana is still illegal at the federal level, and as a result has no guidelines for use. Other drugs are sold as treatments for specific maladies or conditions, but "medical marijuana" is basically just for making the patient feel better, without actually doing anything.
