Are dystopian novels considered action for books?

    They can be action, or horror, or any type of genre.

    What do you mean? What does "action for books" mean?

    There will obviously be some 'action' in a dystopian novel - but there is 'action' in virtually every novel.

    A dystopian novel can be written in many different styles which may or may not have a lot of fast-paced action, violence, humour, reflection, philosophy, political nuances, and so on.

    Your question makes no sense. Dystopian novels ARE books. Sure, they all have "action" in them, but so do murder mysteries, love stories, coming-of-age novels, etc.
