what is the problem when the hot wires read no voltage and there is 120 volts between nuetral and ground?

    It means that you are confused. 

    It means that the wiring is connected incorrectly! 

    Or an open circuit wire.

    Simply the Hot (black wire) & Neutral (white wire) are reversed.

    This can be VERY DANGEROUS.

    If you use a plug-in tester ($8), it will show HOT/NEU Reversed

    It's possible that you have an open neutral and it is hot due to feed through from the hot wire through a device (like a light bulb). Because the neutral is open there would be no voltage measured between that and the hot wire.

    If that is the case, then you should be able to measure 120 volts between the hot wire and ground.

    the neutral has become the live line

    a line tester screwdriver will light up

    when touched to the neutral

    The circuit has been mis-wired. The Neutral (wht) wire has  been connected to a phase at the Circuit breaker box.

    Someone mixed up neutral and live

  • The circuit (or the outlet) has been wired back-to-front.  Get it fixed.
