It is most likely a seized fan, which requires replacement. Check the Toshiba web site, and other Internet sites for your "error" and see if that is what it is.

Most computer shops can replace the fan, and while they are at it, they can clean out all the cooling vents of dust and lint....

Buy a new laptop.

Next time around, avoid that brand.

I guess you haven't tried looking up their website yet or dare to call them even? Huh?!?

Save your hard disk now. If it fries because of that failed cooling system, you won't be able to recover your files from it. 

My answer stands. When you buy a new laptop get a hard disk enclosure too so you can connect the old HDD by USB to the new laptop.
