Can video editing slow down a computer permanently?

I just got a new computer and it is my first one. My older brother asked if he could edit videos on it, if he edits a long project that may take multiple hours, will it permanently slow my computers performance in games?

No.  During the time the video creation is running the computer will be slower because it has to reserve a lot of the resources for the video creation process.  But once the video is created the computer should return to normal.  For sure, once you stop running the video editing programs, the computer will return to normal.
