The word 'lay' is an old word meaning 'song'. You very seldom come across 'lay' meaning 'song' in modern writing, and then only in special circumstances. You would not hear about a 'lay' from a rap singer!
The women had presumably just become free from slavery, or prison, etc, and were singing with joy.
