How are modern CPU's made and what tools are used?
Can't even imagine what tools they use to make such tiny and intricate circuits on a circuit board.

Fundamentally they draw a CPU circuit on a huge sheet and reduce it down to size - like a thousand times smaller. They etch that circuit onto silicon using light - "Photoetching", which leaves an imprint of the circuit on the silicon. After that it gets complicated. (Little joke, like the beginning part is easy..... )

The method of "drawing a large mask and reducing it," as described in one response is a technology that is at least fifty years old and almost never used at this time. Electron-beam technology is now used to make masks and direct-write electron-beam technology to make small linewidth devices in such applications as research or sub-micron scale devices since electron-beam technology is very slow and the speed decreases with decreasing linewidths.
Description of the details of fabrication would take too much space, but basically, when the masks are completed the chip is sent through a series of steps of depositing various insulating coatings (e.g., SIO2, silicon nitide, etc) or metal layers and then patterning the coating by depositing a coating of photoresist and exposing the photoresist, usually with a stepper. The photoresist is then pattered with plasma etchers, or in some cases after pattering, the exposed areas are doped using an ion implanter.

The CPU's are drawn on large sheets of paper or Mylar and then photo reduced. when the wafer id produced. The production of a CPU is an entire Science taking many books which you can read at a library.

it takes a billion dollar factory with lots of large computers to do the layout. There are billions of transistors on a CPU chip.
photolithographic methods are used, with light (or more recently high UV light) and masks used with chemical deposition and etching to form the circuits on a blank of silicon. read wikipedia for more details.
