Most commonly 17.  At 14, most dix are about 80% of their full size. "Ihategrowingup" says "at 21, when you're a man."  If someone isn't a man long before that, he or she will never be a man, which brings me to "Cathy" who has chimed in again, describing her / its own version of gender confusion.

When you're around 17-18 y.o., your penis will have reached the final size.
