The exception to this would be in a scholastic game where one team has a much bigger roster and the other gets worn out in the fourth quarter.

The team that ends up scoring the most points in the end. Why is it close? Was it 35-7 going in to the half and now 42-35, if so then the team that scored 35 in the third is probably going to win. Is one of the teams unable to perform in the 4th through the season? If so they are likely to lose. The game being close at the start of the 4th doesn't mean the team leading will win or lose, and you are giving ZERO information.
