Problem Ejecting USB Storage Device: This device is currently in use.?

When I try to remove my external hard drive safely I get an error message telling me that "This device is currently in use. Close any programs or windows that might be using the device, and then try again." I have done this. I have also tried closing every program running on the computer and it does not help.

    Restart your computer and when it shuts down pull the USB HD out or shut it off.

    Shutting down or restarting windows will fix many OS problems.

    turn computer completely off and then unplug it

    Do you have an anti-virus working in the background? That can prevent safe removal. The only work-around is a shutdown, or simply pulling the drive and hoping nothing is being written at that moment
