In a car accident, does the insurance company pay for the medical bills for the at fault party?

No. The only exception is if the at fault party has "Medical Payments" coverage on their auto insurance policy. And, most people don't. Or some states called in "personal injury protection" PIP. Depends what state you live in.

The at fault party. The insurance company is only there for liability. If the at fault party doesn't have insurance, then you wouldn't be paid from the insurance company either. At fault party is always responsible for the damage. If they have insurance, then the insurance pays for the at fault party liability. So if at fault is insured, and insurance is telling you they don't want to pay and you have to sue someone you would sue the at fault party. The insurance company hasn't done anything to you.

They do if the "at fault party" purchased Personal Injury Protection / Accident Benefits coverage. That's what such coverage is for, in fact, and they usually cover more than just medical bills.

Huh? Which insurance company?
The at fault party or their insurance company is liable for medical bills to the "other" parties and if the at fault driver has medical payments of their own, their insurance will pay for the medical expenses for the driver and the drivers passengers but only up to policy limits.

WHERE? It matters. Does YOUR insurance company pay for YOUR medical bills if YOU are at fault? Yes. Does YOUR insurance company pay for YOUR medical bills if you are NOT at fault? Yes.
... in some States.

Only if the driver has medical payments coverage as a part of his policy. My state, PA, requires a minimum of $5,000 coverage.
