Mars is better. There are no humans on it to screw it up.

Earth ... because the surface of Mars has been subjected to, 

and saturated by, radiation from the Sun and from space. 

The Earth already has an atmosphere that we are 

dependent upon and can utilize, whereas creating an 

atmosphere on Mars will trap and hold in all of that radiation, 

making the entire planet an uninhabitable place to be.
