How can elections be considered equitable when States-rights assure a partisan dominance of all electoral regulations?

For example, it wasn’t the Party of deplorables which sought and secured loosening voter I.D. and exact-match signature requirements (in one vote-contested State) on the grounds they were discriminatory. Positive identification and signature are required nationwide on virtually all substantive legal interactions and transactions. WHY NOT ELECTIONS, especially at a national level? How is it even possible to maintain election legitimacy by obscuring this most foundational function of the electoral process? Why isn’t bi-partisan judiciary a requirement to alter election law? In the current winning is everything political atmosphere, how is it even possible to allow the mere hint of impropriety with regard to election accuracy/legitimacy?
