Was Halifax NS at one time the biggest city in North America?

Never. For one, it wasn't incorporated as a city until 1842. In 1793, the estimated population was 4,000, which put it behind at least ten US cities, and behind the 1700 population numbers for Philadelphia, Boston and New York. You will note that Halifax did not exist in 1700.
In 1842, the population of all of Canada was 487,000. In 1830, the population of just the top four US cities, New York, Philadelphia, Boston and Baltimore, was 500,000.

Halifax did not exist until the 1740s.
