Where can I get on a dental school program to get free implants?

The dental schools charge more than a "modest" fee. They charge about 2/3rds of what a dentist charges but you get state of the art technology.
However, they only take unusual or severe cases.

They won't be free but you may be better off going to Budapest or Costa Rica several times to get the work done as it takes many months. You need both peridontal work for your gums to implant the screw and it takes a minimum of 6 months to ensure it is seated properly. Then a dentist does the actual implant. But it would still be cheaper to book 3 trips to either of those countries including hotel stays for what you would pay in the US. If you cannot afford it, then dentures or bridges are in your future. You may be able to get a discounted rate at a dental school for that.
