How to write 10 o'clock at night?

Would you write the time as 10 o'clock at night or 10 o'clock in the evening?

To convert TO 24hr clock: If its after noon, add 12: 10+12 = 2200hr

To convert FROM 24hr clock: If its more than 12, subtract 12: 1700hr-12 = 5pm
