It wouldn't happen (see billrussell42).
But by way of argument if it did it would not cause a global flood. For that it would need the fountains of the deep to burst open, and probably tectonic movements to level the mountains and raise the ocean floor.
A global flood has only happened once and will not happen again.

REGIONAL floods that would SEEM to be global like the metaphorical Flood in the Bible. Most legends and myths do have an historical real factual event that really did happen. There is NO physical evidence that there was a global flood in the geological and archeological record, but there is Plenty of evidence there large regional floods and rising sea levels?as the glaciers melted 2000 to 6000 years ago.
It is NOT going to rain world wide for 40 days. That's not how?weather works. However low pressure weather systems like Harvey can stall and can cause it to rain for days over large area with storm surges causing extensive catastrophic flooding.

The sea levels would drop? Because that is where the water comes from for rain.

Not a big deal. I'm.from Scotland and it rains here like 300 days out of the year.

there would be flooding, but that is not possible, there could not be enough evaporation to replace the atmospheric moisture lost in the rain.
