If I buy something from eBay and it doesn't work, can I have a refund?

I'm eyeing a gaming console on eBay, the seller says it's used but works just as new. Let's say I buy it and it's completely broken and won't work, would I be able to get a refund from the seller? Or contact eBay to tell them it was a scam or something? Or is just buy at your own risk?

    Ebay has a buyer protection, read all about that on ebay.

    Important you read the sellers item description and all the policies.

    A sellers profile shows its rating and feedback, just go with reputable,long time sellers, rarely any problems.

    It is important that you read and understand  

    the seller's entire description of the item(s) 

    AND all stated policies, including those of eBay. 


    Don't buy Anything unless you have first met those requirements.

    Ebay define "Used" condition as not new but fully working.

    If it does not work, you use the "Not as described" report and the seller has to correct it or refund you.

    Ebay will force that if the seller does not follow the rules.

    eBay has a buyer protection program. If an item you purchase does not arrive as it was described in the listing, you can get a refund, even if the seller doesn't accept returns.
