What banks are accept by Paybal to link ?

I've got a Payoneer account and tried to link it to Paybal but it didn't work, so what banks are accept by Paybal to link ?

paybal?  Never heard of it. Never heard of payoneer either.

Ive been using paypal for over 20 years. No problem linking my credit cards or bank accounts.
