is the European Central Bank like the head of all the top European banks? is it private like the Fed. Reserve?

is the Fed. Reserve also the CENTRAL BANK of the central banks worldwide?  is it the mother of all banks? what about Goldman Sachs, Jp Morgan, etc?

    The Federal Reserve is not private and neither is the European Central Bank.

    The Federal Reserve is the central bank of the United States of America and nowhere else. It is not the central of any other central banks or of any banks outside of the U.S.

    It's not the head of any U.k banks. Nothing to do with us.

    No the ECB is not a private company. It is collectively owned by the members of the European Union.
