Is it correct grammar to say "You are looking tired today." ? Why or why not?

It is correct grammar,  It has a subject (you) it has a verb (are looking) it has a predicate adjective (tired) and an adverb (today).  "are looking" is in the present tense.  Looking is a present participle of the verb "look".  If you google, conjugation of the verb "Look", you will see "looking" listed as a present participle. The sentence also makes a complete thought.

A more conventional expression is : 'You look tired today".

The verb "looking" needs the verb "are" before the noun "you" which is that sentence's subject. So the correct sentence would be: "Are you looking tired today?".

Yes. It is correct. But better phrasing is "you look tired today." 

But' looking' is correct too. as the person means you present an image of tiredness, to me.
