Why should the taxpayers pay police brutality settlements, rather than the involved police officers themselves?

I don't think anyone should pay police brutality settlements.  "Police brutality" is a made-up claim, anyway.  People who get beaten by police usually deserve what they get.  And anyone who screws up, no matter how slightly, deserves to be arrested, beaten, and Tasered.

Because the officers might not have enough money to pay for the injured parties medical bills. And because jurisdictions (city, county or state) are responsible for seeing that the officers they hire treat the public properly.
