Do orthodontists usually still give someone a retainer if they remove braces early due to poor brushing?

They might, if they think the patient will wear it to prevent relapse of any correction that was made. But if a patient didn't care enough to brush, they might not care enough to wear a retainer.

retainers "retain" teeth into a specific position. Why would you want your teeth retained into a wrong position?
