A female friend suggested we should hang out. Should I ask her out or not?

We have never hung out alone before and we weren't close friends but I escalated by texting her more often. I ended up talking to her on the phone, found out we live not far from each other, and mentioned it to her. She suggested we should hang out and told me when she is available during the call. The next day I texted her suggesting we should get tea on the day she told me she was available and she agreed to meet up. Did she want me to ask her out or just wanted to hang out as a friend?
