You need to move the decimal point 3 columns or places to the right meaning you have to multiply by 1 with 3 zeros = 1000.
0.023 = 23/1000 = 230/10,000 = 2.3/100

So 0.023 is your number, one number would be ones, two numbers is tens, three numbers is hundreds, four numbers is thousands
In this number, there are four numbers (0.023) so our denominator is going to be 1,000
So looking at 0.023, you have two numbers which equals to tens in this equation (yes you have zeroes but ignore those look for the numbers over 0)
So it would be 23/1000

Put a "1" underneath the decimal point followed by as many zeroes as there are figures to the right of the decimal point.
Thus we have 23/1000.
