That goes back hundreds of years. Starting with Henry VIII, British monarchs gave away huge parcels of land to loyal artistocricy in Ireland (and the Americas), including land that had been farm by Irish people for centuries. Then in the 1850s potato famine, the English refused to offer any aid to Ireland. And the Irish were not given equal representation in the British parliament. Oppress a people long enough and they're likely to cause problems.

Historically, the British thing to do, was sail up to a piece of land we hadn't visited yet and explain to any natives the joys of ownership, and how that applied to them.
Many objected and we then pointed out the joys of guns.
This went on for some time.
Eventually we were persuaded to give most of it back, but some bits didn't want to be given back and demanded to remain. This was a bit embarrassing and one of them is called the Irish issue.
