I could, for example, decide to be extremely rude and hostile towards Norwegians, because reasons.

Yes. It is possible to be racist to people of literally any race. Some people are racist towards white people and think we all suck. Some people are racist towards black people and think they all suck. Granted, racism towards african americans is much more prominent, but that doesn't mean racism towards caucasian people doesn't exist.
