In that case Aries rising should be the most active and intelligent of all as the 3rd sign from Aries is the versatile Gemini.
Also Mercury gets exalted in the sign of Virgo between 0 degrees to 15 degrees.

The rising sign has nothing to do with intelligence. It’s who strangers perceive you as when they don’t know you. It doesn’t deal with anything that is deep inside of you.

It’s not the ASC Sign that signifies intelligence when it comes to astrology. You have to look at the Mercury Sign and aspects to it, and planets in the 3rd or 6th houses. Also, the ASC Sign doesn’t deal with your inner world, regardless of what anyone says. Just the outer world. It’s what you present to others, but it’s not the real you. The closest you’ll get to your inner world is the Moon Sign. It could also be referred to as your soul.
Mercury is not exalted in Aquarius. It’s ruled by AND exalted in Virgo. In my opinion, exaltations really don’t matter all that much (or at all) when it comes to the ASC Sign. I only use it to see how good a certain Sign is in a placement. That’s all I look at exaltations for. Otherwise, they’re usually unneeded.

Nothing in astrology indicates HOW intelligent someone is.
Mercury indicates how we USE our intelligence, but not how MUCH intelligence we might have.
The Ascendant is the Eastern horizon. It is not a planet. In astrology, we ARE our planets.
So we are not our Ascendant. All the Ascendant indicates is our "social mask" . the fake behaviors we hide behind in a social situation UNTIL we relax and become comfortable in that situation.
Once we become comfortable, then we show ourselves, and ourself is evident in the 10 planets.
Mercury is not exalted in Aquarius. And anyway, exaltations are just a "short-hand" for common sense.
If we have a planet in its Sign of exaltation all this means is that we more-easily USE that part of our personality (each planet relates to a side of our personality).
It does not mean we use it well OR poorly. THAT is determined by how that planets interacts with (aspects) any of the other 9 planets. Some aspects indicate an inner conflict between two needs/planets, and some aspects indicate inner accord between two needs/planets. The SIGN that the planet is in, and whether or not it is exalted (detrimented, etc) doesn't affect whether it works well or not.
All that exaltation/etc indicates is how easily or inhibited that planet expresses itself in our personality.

The Ascendant .. it is not a planet, so it is not part of your inner personality All the Ascendant is, is our superficial social mask. The behaviors we hide behind when we are not totally relaxed in a social situation .. and the less relaxed we are, the more we USE the styles of that Sign. But once we ARE totally relaxed (as with family or truly-close friendships) we do not use our Ascendant mask much.
So Libra Rising means that the moreuncomfortable you are, the more you try to be pleasant and get people to like you by pleasing them or being charming. Also that in socail situations, you find it easier to relate with one or two people rather than a crowd, so the more uncomfortable you are, the more you look for one person you can talk with (rather than mixing with the whole room of people).Again, how planets aspect your Ascendant indicates how much you express your REAL self to people you are meeting ... and any planets IN your first house become part of your social mask ... sides of your personality that you DO express even when uncomfortable.A planet/need expresses itself in the style of the Sign it is in, either positively or negatively depending on how well/poorly that need interacts with (aspects) other planets. And Houses which are not YOU, but are areas of life ... whatever House a planet is in, that is where you seek to meet that planet/need.
